Charles Hynes

Mr. Charles Hynes joined The Cohen Group in June 2025. He supports clients in the aerospace, defense, telecommunications, and technology sectors with geopolitical and regulatory analysis, business development, and federal funding assistance. He is also a member of the defense practice.
Prior to joining the firm, Mr. Hynes interned in the US House of Representatives, supporting Congressman Thomas Kean Jr.’s work as Chairman of the House Foreign Affairs Subcommittee on Europe with a focus on transatlantic security and diplomatic relations with European allies. He also served as a Judicial Intern at the US Court of International Trade in New York City where he researched trade policy and the prospective influence of artificial intelligence on the regulatory industry to support court rulings. Finally, he was an intern in the Felony Trial Unit of the US Attorney’s Office for the District of Columbia and a Research Assistant at the Gilder Lehrman Institute of American History.
Raised in New Jersey, Mr. Hynes graduated from the University of St. Andrews in Scotland with a Joint Honours MA in International Relations and Management. His coursework focused on technology, state strategy, and organizational theory. In his final year, he authored a dissertation examining US military procurement of artificial intelligence and the resulting reconfiguration of negotiating power.
